Do you need council approval in Perth?
Your local council protects many trees on private land. Check before any work starts, because fines for removing a protected tree without approval can be large.
What's protected
Each council's tree retention policy decides, and several are based on the WA Local Government Association's model. Bassendean protects trees over 8 m tall, with a canopy wider than 6 m or a trunk circumference of 1.5 m or more at 1.4 m above ground, unless the species is a listed weed. South Perth uses similar tests. Cambridge uses a 1 m trunk circumference on residential land. Cockburn protects trees 8 m or taller and trees on its Significant Tree Register. Verge trees belong to council: South Perth says it's an offence for anyone to prune or remove a street tree.
Common exemptions
Listed weeds and unwanted species. Bassendean also exempts urgent safety work, work under an approved bushfire management plan and trimming overhanging branches or roots back to the boundary. Cockburn exempts removing dead branches, work to manage an immediate safety risk and work under an approved bushfire management plan or its fire control order. Dead trees aren't listed as exempt in Bassendean, so ask your council. On bush blocks, clearing native vegetation also needs a state clearing permit unless an exemption applies.
Pruning
Maintenance pruning usually needs no approval. Cambridge allows removing dead or diseased wood, taking up to 10% of the canopy in any 12 months, and no limbs 100 mm or more across. Cockburn says routine pruning can carry on, but topping or lopping significant branches, or damaging more than 10% of the root area, needs approval. Bassendean recommends a qualified arborist for any pruning. For a verge tree, ask council: South Perth prunes street trees on request through its annual program.
Approval and fees
Lodge a development application with your council before work starts. Fees vary: Cambridge's start at $147. Council may weigh an arborist report and replacement planting. Removing a regulated tree without approval can be an offence under the Planning and Development Act 2005, which Cambridge says carries a maximum penalty of $200,000. Bassendean's first prosecution, in November 2025, brought a $17,000 penalty plus legal costs, and the State Administrative Tribunal has since upheld its refusal of an application to remove a regulated tree.

Trees near powerlines
Western Power runs Perth's electricity network. It says homeowners and occupiers are responsible for keeping trees on their property clear of powerlines all year round, and tenants should check their rental agreement. The WA Government's Building and Energy says this includes the service cables attached to your house. Western Power recommends at least 2.5 m between trees and powerlines in metro areas. Trees on the verge are the local council's responsibility. Never prune near powerlines yourself: the Director of Energy Safety says to leave it to a suitably qualified arborist.
Neighbour's tree over the fence
Talk to your neighbour first. Legal Aid WA says you can cut an overhanging branch back to where it crosses into your property, and cut roots back to the boundary, unless the tree is protected by council. Don't cut on their side or go onto their land without their agreement, and take care not to damage the tree unnecessarily. Once a neighbour knows about the problem, they may be responsible for pruning back to the boundary or fixing damage. The Dividing Fences Act doesn't cover most tree problems: the WA Government says general tree disputes are civil matters for the Magistrates Court if you can't agree. Citizens Advice Bureau WA offers mediation, but it isn't free.
Storm damage
A tree down on the house or across the driveway? Get people clear first, then call for help. 1 of the businesses on this list say they do 24/7 emergency work.
Lopping, pruning or removal: what are you asking for?
Most people say lopping when they mean any tree work. To an arborist, lopping means cutting branches back to stubs between natural branch points. Arborists generally discourage it, because the tree regrows weak shoots that can break off later. Pruning to AS 4373, the Australian Standard for pruning amenity trees, cuts at natural branch points instead.
Pruning takes out selected branches to lift, thin or reduce the crown while keeping the tree healthy. Removal takes the whole tree down, usually piece by piece on a suburban block, and the stump is ground out as a separate job.
Not sure which you need? Ask for a quote on both. A good operator will tell you when pruning will do the job.
How we chose these tree services
We built the list from public information, then checked each business by hand.
- 1
Build a long list
We started with tree services in Perth found through Google Maps, Arboriculture Australia and local searches across metropolitan Perth.
- 2
Weed out the fronts
Tree lopping is full of keyword websites that forward calls to whoever pays. We checked each business's ABN, owner and base, and dropped any we couldn't confirm.
- 3
Check reputation
Shortlisted businesses needed a strong, consistent record of Google reviews over years. A few glowing reviews wasn't enough.
- 4
Read their own details
Qualifications, insurance, services and service area come from each business's own website. If a detail was unclear, we left it out.
- 5
Rank the list
Ranked on reputation, qualifications, experience and the range of work each business takes on.
What doesn't affect ranking
- Payment. No business pays to be listed or to rank higher.
- Size or advertising spend.

Tree removal in Perth: questions people ask
How much does tree removal cost in Perth?
A small tree under 5 m usually costs $260 to $840 to remove, a medium tree of 5 to 10 m $840 to $2,630, and a large tree of 10 to 20 m $2,100 to $5,250. Access, powerlines, the species and green waste removal move the price most. Stump grinding is usually quoted separately.
Do I need council approval to remove a tree in Perth?
It depends on your local government. A growing number of Perth councils, including Cambridge, Bassendean and Cockburn, now require development approval to remove a regulated tree, which generally means one 8 m or taller, with a wide canopy or a large trunk. Where a council has no tree policy, a 2025 State Administrative Tribunal decision found that removing a significant tree can still need planning approval, so check with your council before work starts.
What qualifications should a tree lopper have?
Qualifications vary a lot in this industry, so ask. Look for a crew with an AQF Level 3 arborist qualification, current public liability insurance you can see a certificate for, and a Level 5 consulting arborist if you need a report for council.
Can I trim a tree near powerlines myself?
No. Keep well away and use a professional. WA's Director of Energy Safety says property owners shouldn't try to trim trees near live electrical infrastructure, and paid workers can only go into the danger zone around powerlines by following Building and Energy's code of practice. Trees on your property are yours to keep clear of powerlines, including the service cable to your home, and verge trees are the council's. In Perth, call Western Power on 13 13 51 for emergencies and outages, or 13 10 87 for general enquiries.
Should I get the stump ground at the same time?
It's usually cheaper to book it with the removal, because the crew is already on site. Most tree services quote stump grinding as a separate line item, so ask for it in your quote.
