Do you need council approval in Melbourne?
Your local council protects many trees on private land. Check before any work starts, because fines for removing a protected tree without approval can be large.
What's protected
Each council's local law and overlays decide. Boroondara protects trees with a trunk circumference of 110 cm or more at 1.4 m above ground, Bayside over 155 cm at 1 m, and Kingston over 110 cm at the base. Statewide, most residential zones protect canopy trees over 5 m tall with a trunk circumference over 0.5 m at 1.4 m and a canopy at least 4 m wide, within 6 m of the front or 4.5 m of the rear boundary. Vegetation Protection, Significant Landscape and Environmental Significance Overlays can protect smaller trees.
Common exemptions
Declared noxious weeds are exempt in Bayside and Kingston and under the statewide canopy tree rule, which Whitehorse says also exempts dead trees and emergency works. Dead trees aren't always exempt: Boroondara needs a permit to remove a dead canopy tree. Bayside allows a tree that's an immediate threat to life or property to come down without a permit. Overlays have their own exemptions, so ask your council.
Pruning
Pruning to the Australian Standard AS 4373 often needs no local law permit: Boroondara allows it for canopy trees, and Bayside when a qualified arborist does the work. Kingston needs a permit for pruning beyond the standard and says lopping or topping is illegal. Boroondara's significant trees need a permit to prune, and some overlays need a permit to lop.
Approval and fees
Apply to your council before work starts. Fees vary: Boroondara charges $226.90 a tree to remove, and Kingston $130 a tree under its local law or $233.10 for a planning permit. Boroondara aims to decide within 10 business days. Kingston usually requires a replacement tree. In Boroondara, fines are $4,070.20 per offence under the local law and up to $2,035 under the planning scheme, and serious cases can go to court.

Trees near powerlines
Melbourne has five electricity distributors: CitiPower in the CBD and inner suburbs, Jemena in the north west, AusNet Services in the north and east, United Energy in the east, south east and Mornington Peninsula, and Powercor in the west. Energy Safe Victoria says a tree on your property is yours to keep clear of your own service line or private electric line. The distributor clears trees near its main lines and your tree near a neighbour's service line. Councils look after many nature strip trees. Never prune near powerlines yourself.
Neighbour's tree over the fence
Talk to your neighbour first. You can cut back branches, leaves or roots that cross your boundary at your own cost, but check with council first in case the tree is protected, and get your neighbour's consent before going onto their land. Unless you agree otherwise, the cuttings are still theirs and go back to them. The Dispute Settlement Centre of Victoria offers free mediation. If that fails, the Magistrates' Court can decide whether the tree is a private nuisance and who pays what, but court can be slow and costly.
Storm damage
A tree down on the house or across the driveway? Get people clear first, then call for help. 3 of the businesses on this list say they do 24/7 emergency work.
Lopping, pruning or removal: what are you asking for?
Most people say lopping when they mean any tree work. To an arborist, lopping means cutting branches back to stubs between natural branch points. Arborists generally discourage it, because the tree regrows weak shoots that can break off later. Pruning to AS 4373, the Australian Standard for pruning amenity trees, cuts at natural branch points instead.
Pruning takes out selected branches to lift, thin or reduce the crown while keeping the tree healthy. Removal takes the whole tree down, usually piece by piece on a suburban block, and the stump is ground out as a separate job.
Not sure which you need? Ask for a quote on both. A good operator will tell you when pruning will do the job.
How we chose these tree services

- 1
Build a long list
We started with tree services in Melbourne found through Google Maps, Arboriculture Australia and local searches across metropolitan Melbourne.

Tree lopping is full of keyword websites that forward calls to whoever pays. We checked each business's ABN, owner and base, and dropped any we couldn't confirm.
- 3
Check reputation
Shortlisted businesses needed a strong, consistent record of Google reviews over years. A few glowing reviews wasn't enough.

Tree removal in Melbourne: questions people ask
How much does tree removal cost in Melbourne?
A small tree under 5 m usually costs $260 to $840 to remove, a medium tree of 5 to 10 m $840 to $2,630, and a large tree of 10 to 20 m $2,100 to $5,250. Access, powerlines, the species and green waste removal move the price most. Stump grinding is usually quoted separately.
Do I need council approval to remove a tree in Melbourne?
It depends on your council and your property. Many of Melbourne's 31 councils protect trees on private land through a local law, planning scheme overlays protect trees in many areas, and since September 2025 most residential zones need a planning permit to remove a canopy tree over 5 m tall with a 4 m canopy near the front or rear boundary. Check before work starts: in Boroondara, for example, a tree with a trunk circumference of 110 cm or more at 1.4 m above ground needs a permit, and the local law fine is $4,070 per offence.
What qualifications should a tree lopper have?
Qualifications vary a lot in this industry, so ask. Look for a crew with an AQF Level 3 arborist qualification, current public liability insurance you can see a certificate for, and a Level 5 consulting arborist if you need a report for council.
Can I trim a tree near powerlines myself?
No. Keep well away and use a professional. CitiPower, Powercor and United Energy say only workers they authorise can trim trees inside the No Go Zone around powerlines. Trees on your land near your own service line or a private electric line are yours to keep clear, and the distributor looks after its main lines. Your distributor's faults number is usually on your electricity bill. In Melbourne that's CitiPower (13 12 80), Jemena (131 626), AusNet Services (13 17 99), United Energy (132 099) or Powercor (13 24 12).
Should I get the stump ground at the same time?
It's usually cheaper to book it with the removal, because the crew is already on site. Most tree services quote stump grinding as a separate line item, so ask for it in your quote.
